Our team

Husband-and-wife team Tim Shand and Victoria Clarke founded their consultancy in 2020, recognising a need within organisations for support both in honing their approach to donors and articulating their unique strategic opportunities. They bring together their complementary expertise in driving local and global social change to provide a range of services, developed through their work with organisations in the non-governmental, private, academic and UN sectors. They have lived and worked in South Africa, Malawi, the Netherlands, Switzerland and the US. They are now based in the UK.

Dr. Tim Shand

As a passionate practitioner, adviser, social scientist and resource mobiliser in the field of gender equality, health, and development, I have spent my career supporting and driving organisational growth and gender mainstreaming, and leading programmes, research, policy development, and advocacy, with a particular expertise in women’s and girls’ empowerment, sexual and reproductive health and rights (SRHR), climate resilience, humanitarian and post-conflict settings, sexual and gender-based violence (SGBV) prevention, education and men and masculinities. I have seven years of senior management and leadership experience, including a year of management coaching.  I have raised over US$50 million through my exceptional business development, proposal writing and networking skills, and my thorough knowledge of bilateral (particularly DFID and USAID), multilateral, Foundation and corporate funding mechanisms. I have worked in NGOs, academia, the WHO, and the UK government, and lived in both the Global North and Global South. I have spoken and published widely.

Victoria Clarke

I am a communications expert specialising in public health and international development. During my work in the global public health sector, I have created and carried out communications strategies for several health NGOs. My experience includes developing communications platforms, knowledge management, writing reports, coordinating campaigns and managing projects. I have technical expertise in gender, HIV and non-communicable diseases, and draw on my background in public relations, media and marketing. I hold an MSc in Public Health.

Conor Evoy

I am a detail-orientated junior consultant who specialises in research and delivering bid proposals. I am passionate about sparking positive change through humanitarian and development projects. I joined the ShandClarke team in 2023.
